Common to them all is an economic system that replaces the end-of-life concept with reduction, reuse, recycling and recovery of materials in production, distribution and consumption processes (Barriers to the Circular Economy: Evidence From the European Union by Kirchherr et al., 2017). A circular economy is fundamentally different from a linear economy. To put it simply, in a linear economy we mine raw materials that we process into a product that is thrown away after use. In a circular economy, we close the cycles of all these raw materials. Closing these cycles requires much more than just recycling.

Circular systems employ reuse, sharing, repair, refurbishment, remanufacturing and recycling to create a closed-loop system, minimising the use of resource inputs and the creation of waste, pollution and carbon emissions. The circular economy is important as it promotes sustainable development. It advocates the use of waste as an input for producing new finished goods. It advocates for creating reserves of raw materials and to adopt innovative methods to eliminate any steps that reduce the cost and time to produce new finished goods.
For governance to be effective, it has to address the product life-cycle and the societal context determining it.
